There are several mobs who naturally have white eyes - the Wither, Vex, Piglin, Hoglin, Zombified Piglin, Zombified Hoglin, and the Stray. Non-corporeal mobs like vexes are also presumably unable to be possessed, due to their lack of a true body. Still, he does not seem to possess arthropods, nor mobs made from inanimate materials like magma cubes or iron golems. However, Herobrine's possession powers do not seem to be limited by much, so he is most likely able to possess the majority of mobs in the game.
